Jeff’s extensive knowledge of real estate development spans several decades. After graduating from the University of New Mexico with a Bachelors in Business Administration and Management in 1993, Jeff started his career working with prominent home builders, Presley Homes and William Lyon Homes. Jeff then continued his educational pursuit at the University of Southern California graduating with a Master’s degree in Real Estate Development in 2001. He broadened his experience developing master planned communities, shopping centers and a variety of other commercial properties on a national scale as a partner at Evergreen Development.
In 2009 Jeff took his experience in retail, multifamily and residential development services to pursue his own venture and formed Garrett Development Corporation. He continues to be involved in the day to day operations of the business and all development and asset management activities.
RICHARD “RT” STARR
Executive Vice President
RT began his career at Evergreen Devco, where he spent 9 years working on all aspects of development from entitlements to construction and leasing. He joined GDC as an Executive Vice President in 2010, focusing on acquisition, deal sourcing, and asset management. His extensive knowledge of real estate economics and of the self-storage industry has greatly benefitted GDC’s self-storage and commercial portfolios.
Born and raised in Arizona, RT graduated from the University of Arizona in 1999, where he earned a B.S. in ( Finance & Economics). In 2001 he graduated from the University of Southern California, with a Master’s degree in Real Estate Development where he met Jeff Garrett.
Vice President, Designated Broker
Ted has a long history of success in the real estate industry, with a sweeping list of accomplishments. He is currently the Designated Broker for Garrett Development Corporation and is universally regarded as one of the leading authorities in his field. He has been licensed in real estate since 1970, and has served in various roles within the industry, including asset management, consulting, acquisition and disposition. Ted graduated from the University of Kansas with a degree in Business Administration.
Executive Vice President
Matthew has worked in the real estate industry since 1997. He specializes in public finance, real estate consulting, asset management and economic development incentives. Matthew has been involved with over 100 projects, worth more than $5 billion in public finances. His experience with governmental agencies expands into Arizona, California, Idaho, Nevada, and New Mexico. Matthew is a registered Architect in his home state of Arizona. He holds an MBA degree, as well as a Bachelor of Science Design Architecture degree – he earned both degrees at University of Arizona and Arizona State University respectively.
Executive Vice President
Matt started his career in real estate in 2004. He currently focuses on acquisition and deal sourcing for GDC and providing asset management and strategic planning to GDC’s institutional clients. He has broad based experience in public infrastructure and municipal financing and both ground-up and value-add development and entitlements for residential and commercial projects.
Matt is a member of the Urban Land Institute and serves on the Small Scale Development Council and is also a member of the Self-Storage Association. Matt graduated from Arizona State University with a B.S. in Finance. He has served as Vice President for GDC since 2012.
Director of Development
Tina has a bachelor’s degree in Housing and Community Development and a Masters of Real Estate Development from Arizona State’s WP Carey School of Business. She is currently the Senior Project Manager for Garrett Development Corp, where she manages the entitlements, development, and leasing of their commercial portfolio.
Tina began her career working with custom home builders before transitioning to large scale acquisition for a local REIT. In 2015, Tina joined GDC as its Senior Project Manager where she manages client relationships while overseeing all aspects of construction including project management, budgets/schedule adherence, tenant improvements.
Director of Finance
Wyatt joined Garrett Development in the spring of 2016 as a Senior Project Manager. Wyatt oversees the entitlement and development of several residential master plan communities, commercial projects, and mixed-use projects from initial design to completion.
Wyatt has spent his career providing financing and consulting services to investors from many sectors. Wyatt brings experience in both lending as well as finance advisory services, having worked with Wells Fargo Bank for eight years before joining DPFG, a commercial real estate consulting firm specializing in public finance and special taxing districts. Wyatt graduated from Arizona State University with degrees in accounting and international business.
Bill Burns joined Garrett Development Corp in 2020 to help expand its national self-storage, real estate development and asset management platforms. Bill brings over two decades of real estate experience to GDC having spent the bulk of his career as a senior deal originator with iStar Financial, a specialty finance mortgage REIT. During his tenure, Bill was directly involved in the sourcing and asset management of more than $2 billion of real estate investments across all asset classes. Bill specializes in the origination, negotiation and underwriting of both debt and equity deals including first mortgage debt, mezzanine loans, preferred equity and sale lease-back transactions.
Prior to iStar, Bill worked in the real estate groups of Deloitte and Touche and Goldman Sachs. Bill earned an MBA from Columbia Business School and a BA in Economics/Accounting from College of the Holy Cross. Bill also earned his CPA in the State of New York.
