GDC was founded in 2002 by Jeff Garrett. Our team has a widespread knowledge of all facets of the real estate industry.

Jeff Garrett


Jeff has worked in the residential and commercial real estate industry since 1993. Jeff worked for a NYSE homebuilder (Presley Homes & William Lyon Homes) from 1993 to 1998 and as an employee and partner in a large private development company (Evergreen Devco, Inc, Evergreen Retail Group, LLC and Evergreen Communities, LLC) from 1998 to 2009. He graduated from the University of Southern California with a Master degree in Real Estate Development in 2001 and from the University of New Mexico with a Bachelors in Business Administration/Management in 1993. Jeff lives in Phoenix with his wife and three children.


Vice President

Bill Burns joined Garrett Development Corp in 2020 to help expand its national self-storage, real estate development and asset management platforms.   Bill brings over two decades of real estate experience to GDC having spent the bulk of his career as a senior deal originator with iStar Financial, a specialty finance mortgage REIT.  During his tenure, Bill was directly involved in the sourcing and asset management of more than $2 billion of real estate investments across all asset classes. Bill specializes in the origination, negotiation and underwriting of both debt and equity deals including first mortgage debt, mezzanine loans, preferred equity and sale lease-back transactions.

Prior to iStar, Bill worked in the real estate groups of Deloitte and Touche and Goldman Sachs.  Bill earned an MBA from Columbia Business School and a BA in Economics/Accounting from College of the Holy Cross.  Bill also earned his CPA in the State of New York.

Richard “RT” Starr

Vice President

Richard has worked in real estate development since 2000.  He worked at Evergreen Devco, Inc. for 9 years focusing on project management for retail sites in Arizona and California.  Richard joined GDC in January 2010 and focuses on projects in New Mexico and Arizona.  He graduated from the University of Southern California with a Master’s degree in Real Estate Development in 2001 and from the University of Arizona with a Bachelor of Science (Finance & Economics) in 1999.  Richard lives in Phoenix with his wife and four children.

Ted Garrett

Vice President, Designated Broker

Ted has worked in the real estate industry since 1970.  During his career he has been responsible for real estate asset management, consulting, acquisition, disposition, entitlements and joint ventures.  Ted graduated from the University of Kansas with a degree in Business Administration in 1967.  Ted is the licensed Designated Broker, license number BR637568000, in Arizona and Qualifying Broker,  license number 18494, in New Mexico for Garrett Development Corporation.

Matthew Look

Vice President

Matthew has worked in the real estate industry for 23 years and specializes in public finance, real estate consulting, asset management and economic development incentives. Over his career, he has worked with governmental agencies in Arizona, California, Idaho, Nevada, and New Mexico on over 100 real estate projects which have received approvals for over $5 billion in public financing. Matthew is a registered Architect in the State of Arizona, holds a Masters of Business Administration from the University of Arizona and a Bachelor of Science Design Architecture from Arizona State University.

Matt Butcher

Vice President

Matt has worked in the real estate industry since 2004 with experience in public finance, asset management and the entitlement and development of residential and retail commercial projects.  His primary responsibilities at GDC include site acquisition, sourcing, entitlement and development of retail and self-storage projects as well as providing asset management services to GDC’s institutional clients.  Matt graduated from Arizona State University with a B.S. in Finance.

Tina Heinbach

Senior Project Manager

Tina began her real estate career working with a custom home builder before transitioning into large scale acquisition for a local REIT. She joined Garrett Development Corp in early 2015. As a Senior Project Manager she manages the entitlements, development, and leasing of their commercial portfolio. She has a bachelor’s degree in Housing and Community Development and a Masters of Real Estate Development from Arizona State’s WP Carey School of Business.

Wyatt Brown

Senior Project Manager

Wyatt joined Garrett Development in 2016 as a Senior Project Manager.  He oversees the entitlement and development of several residential master plan communities and commercial projects in the Phoenix Metropolitan Area. Prior to joining Garrett Development, he was a manager for DPFG, a real estate consulting firm specializing in public finance and special taxing districts. In addition to his time at DPFG, Wyatt brings experience in commercial real estate finance having spent eight years as a commercial real estate lender and consultant for Wells Fargo Bank. An Arizona native, Wyatt graduated from Arizona State University with a bachelor’s degree in Accounting and a minor in international business.
